how can create validation phone number field prevents users putting multiple zeros instead of actual phone number?

to make clear, want prevent user entering multiple zeroes circumvent other validation in place. don't want follow sort of pattern site using on international variety of different phone numbers input...

for "tel" input validation implemented other html5 validations browser , not of handle same (e.g. email input the-art-of-web documents it). can specify regex pattern pattern attribute meet validation needs: 

<input type="tel" name="country_code" pattern="[a-za-z]{3}" />

browser support @ 84.96% globally. however, android browser lacks till version 4.4.4. maybe want constitute javascript based fallback if android crucial (e.g. pure javascript or any available library)
