Visual studio 2015 community can't select target OS for Windows phone -


i installed visual studio 2015 community , when select new project windows phone can't select target version (as show on link) because dropdown list empty. suggestions on wrong? https://msdn.microsoft.com/en-us/library/windows/apps/hh202937(v=vs.105).aspx

modify visual studio select "windows 8.1 , window phone 8.0/8.1 tools" option through control panel -> programs -> programs , features -> visual studio 2015 -> change -> modify below image. create new project, target windows phone os version list in dropdown list.
